The Supply Chain Specialist (SCM) will need to be a strong leader with demonstrated project management skills and will be directly accountable for ensuring overall execution of materials management, ensuring program success to cost/schedule/quality, and manage supplier performance in meeting program needs. The SCM will support products and program capture efforts by working closely with internal and external sources of supply, program management and other functional organizations to ensure supply chain is successful in the program’s affordability initiatives. It is important that they support the execution of the Material Program Strategy (MPS) and the Material Program Plan (MPP) to enable successful execution of program competitiveness and performance, from the front end of the business through contract closure. This role will serve as a liaison between Supply Chain and the Program Integrated Product Team (IPT).
Key Responsibilities:
Advise the Supply Chain (SC) as well as the Program Management Office on material strategies, plans and supplier risk mitigation activities
Responsible for the development, coordination and execution of all program material strategies, supply chain objectives, and enterprise objectives
Lead the front end of the business SC activities including early Supply Chain Management involvement and early supplier involvement that is focused on strategic sourcing initiatives
Develop and support Supply Chain proposal activities including task descriptions and basis of estimates that support price to win (PTW) targets
Develop and execute material program plans (MPP)
Establish Material Sales Forecasts for assigned programs
Execute make/buy/where process
Provide support for Gates 2-11
Develop and execute risk/opportunity plans to meet program objectives
Balance strategic thinking with tactical application of strategies to programs
Partner cross functionally with Engineering, Quality and Operations to create common schedule based on Material Requirements Planning (MRP)
Monitor performance metrics and proactively acts to address program and functional issues
Overall ownership of Supply Chain Control Account Specialists (CAMs) while supporting the assigned CAM
Required Skills:
Minimum of 5 years of experience in Supply Chain, Engineering, Finance, Operations, Project Management, or related work experience.
Strong Project Management and skills
Experience in Integrated Product Team (IPT)/Cross functional teams, including leading an IPT
Strong written and verbal communication skills
Requires an individual who can exert influence and have an effect on the overall objectives and long-range goals of the program and the program IPT team
Experienced leader communicating and presenting to all levels of Management and senior leadership
Experience with MS Office (i.e., Word, Power Point, Excel and Project)
Ability to balance strategic thinking with tactical application of strategies to programs
Experience collaborating with Subcontract Administrators and business leadership
Desired Skills:
Experience with government regulations (i.e., FAR/DFAR, ITAR/EAR, TINA, etc.)
Experience with Design to Cost and Cost Reduction Initiative activities
Experience with SAP/PRISM and the Supply Chain suite of tools
Experience with developing and analyzing performance metrics as well as experience proactively addressing associated program and functional issues
Active security clearance
Raytheon Six Sigma Specialist or equivalent
Experience with Proposal and New Business Capture
Certified Material Program Specialist, Program/Project Management, PMP certification or equivalent
Technical knowledge of related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
Fluency in Raytheon systems, process, and procedure
Major Subcontract, Contract or Program Management experience
Experience developing statements of work (SOW) that are complete and conform to program requirements
A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience
Must be a U.S. Citizen as the position will require the ability to access U.S. only Data Systems.
