Job Description :
The Alaska Center for Unmanned Aircraft Integration (ACUASI) is looking for a Fiscal Manager to manage all aspects of the ACUASI budget including, projects, grants, contracts, travel, and donation funds. ACUASI is actively working to safely integrate drones into the National Airspace System, with growing long term contracts from multiple sources including state and federal level funds. ***US CITIZENSHIP IS REQUIRED FOR THIS POSITION. 10Supervision: Manage and supervises staff including selection, training, motivation, delegating responsibility, work review, performance evaluation, and discipline. 40Financial Management: Monitors fund activity and accounting on a regular basis. Coordinates successful methods for monitoring and maintenance of ACUASI program funds with particular attention to payroll and project expenditures (to reduce overruns). Responds to and initiates financial inquiries relating to state appropriations and restricted fund management. Research and resolve complex issues. Oversees the management of all grants and contracts. Signature authority on financial documents including journal vouchers (JVs), labor redistribution (LRs), and budget revisions (BRs). Identify and reconcile diverse accounting problems. Be the point of contact with funding agencies; coordinate closely with other business departments at UAF as well as funded subrecipient business departments, as necessary; classify and resolve pre-award/post-award issues; maintain current and accurate financial and management records. Responsible for routine financial operations and may be delegated signature authority for routine business matters during the Executive Director and Deputy Director’s absence. Develop, implement and monitor effective procedures including fiscal year closeout.Essential
50Budget Management and Development: Develop, prepare, and manage all budgets and accounting for the Alaska Center for UAS Integration (ACUASI). Compiles and prepares monthly management reports and other financial reports as needed in support of administrative oversight and budget planning for the current year, as well as future years. Perform budget analysis and auditing, correct errors, and provide information to the management team on budget projections. Serve as the signature authority on budget revisions, journal vouchers, and labor redistributions. Requests and verifies reports and JV/LRs prepared by subordinates. Assist the leadership team with budget analysis and forecasting, both for current needs as well as future needs. Oversee and manage the submission of all program-related proposals. Assist in negotiations of contract awards; help to process subrecipient awardees’ BRs/ changes in scopes of work. Manage all active grants and contracts in conjunction with the Geophysical Institute’s Business Office (GIBO) Manager, Grant Manager, and Procurement Manager to ensure administrative and financial compliance with appropriate University, State, and Federal regulations. In collaboration with GIBO, monitor performance, funding, and payments on assigned contracts. Maintain essential records and files related to ACUASI contracts. Monitor all grant and contract activity for compliance, ensuring expenditures are occurring in a timely manner based on the proposed and the awarded scope of work. Includes timely submission of required reports and reconciling any cost overruns. Perform risk assessments; establish and maintain internal controls. Develop and monitor office policies, procedures, and standards to ensure compliance while ensuring optimal services. Forecast current fiscal needs/commitments, develop long-range and strategic plans, develop processes, and participate in planning on an organization-wide scope. Knowledge/Skills/Abilities:
Expert knowledge of OMB Circulars 2 CFR 200 and how they apply to the management of federal grants and contracts.
The ability to analyze complex financial information using a variety of software including Excel, Banner, DSD Q-Menu and Q-Adhoc, Vista Plus, and Data Browser.

The ability to represent the interests of ACUASI in the absence of the Director and Deputy Director.
Ability to present ideas and solutions in nontechnical, business-friendly terms and translate ethical, legal, and compliance concepts.
Ability to develop and deliver presentations including the ability to communicate and interact with officials at all levels of Government.
Highly developed administrative management skills.
Ability to communicate reporting requirements to lower and upper-level staff.
Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments, employee development, and performance management skills.
Knowledge of and experience with the creation of complex spreadsheet and database development.
Query development specific to financial or budget analysis.
Knowledge of accounting theory and generally accepted accounting principles.
Advanced knowledge of fiscal-related rules and regulations, and the ability to interpret and apply those rules and regulations.
Ability to analyze, visualize and implement improvements beneficial to ACUASI.
Knowledge of grants and contracts for both federal and state-sponsored projects, as well as those associated with capital and operating budgets.

Required Education and Experience:
Bachelor’s degree in accounting or related field and 4 years of professional fiscal experience, or an equivalent combination of training and experience. Professional licensure preferred (e.g. CRA, CPA, CFM).
Previous experience with Government contracts preferred.

Salary Information:
