This position is open to Alaska Residents only. Please check our residency definition to determine if you qualify. This position will be filled at either the 1, or 2 level depending on the applicant’s qualifications and job experience. It is recommended that you apply for all levels if you are qualified. This is being recruited for in Anchorage, Fairbanks, or Juneau and pay is based on the location of the selected applicant.What you will be doing: As a Financial Examiner 1 (FE 1), you will: Review filings by ANCSA corporations and shareholders, analyze requests for investigation, draft enforcement orders, and conduct outreach events in the ANCSA program area. When the ANCSA case load is light, the position will conduct examinations of other types of financial institutions, and may be required to conduct enforcement in other program areas in addition to ANCSA. As a Financial Examiner 2 (FE 2) in addition to the responsibilities listed above, you will: Independently receive and respond to inquiries from ANCSA corporations, executives, and shareholders and conduct investigations of those entities and persons;Independently serve as an examiner-in-charge on less complex examinations and assist with complex examinations in a team environment; oversee an FE 1 during the examination process.Our organization, mission, and culture: The Division of Banking and Securities’ mission is to protect consumers of financial services and promote safe and sound financial systems. The Division conducts examinations at various locations.This position is part of a team of examiners that conducts examinations and investigations of entities that are regulated by the Division. Examiners review various examination components independently while working as a collaborative group to ensure compliance with federal and state statutes and regulations designed to protect Alaska consumers.Travel is required and may occur within Alaska or in the lower 48 for one to three weeks for training and examinations about five times per year. Financial Examiner 1 A bachelor’s degree or the equivalent in any field from an accredited college. OR Successful completion of securities examination: S7, S63, or S65; or professional designation as a Certified Financial Planner, Chartered Financial Analyst, Chartered Investment Counselor, Certified Investment Analyst, or Personal Financial Consultant. Substitution: Four years of any combination of post-secondary education from an accredited college (3 semester/4 quarter hours equal one month) and/or practical, responsible experience in such work as conducting financial accounting; reviewing, investigating, and processing licensure applications; or reviewing financial statements and making safety and soundness determinations will substitute for the required degree.Financial Examiner 2A bachelor’s degree or the equivalent in any field from an accredited college.ANDOne year of any combination of experience reviewing licensure and conducting examinations, enforcements, and/or investigations or conducting other programmatic activities for securities, depository institutions, and/or non-depository financial services entities. The required experience is met by service as a Financial Examiner 1 with the State of Alaska or the equivalent elsewhere. OR Professional designation as a Certified Financial Planner, Chartered Financial Analyst, Chartered Investment Counselor, Certified Investment Analyst, or Personal Financial Consultant.ANDOne year of any combination of experience performing the examination or audit of financial statements, analysis of loan portfolios, and assessment of management policies; analyzing lending or collecting against commercial loan portfolios; and/or performing similar examinations of depository institutions or other non-depository financial services entities. OR Two years of any combination of experience performing financial regulatory audits or examinations of depository institutions, non-depository financial services entities, investment advisers/representatives/agents, or insurance companies; as an investment adviser/representative/agent, portfolio manager, compliance officer, auditor, or investigator in a financial services field; or as an attorney, judge, or hearing officer with the State of Alaska or the equivalent elsewhere.
