Position Summary:
The Community Partnerships (CP) team works with community, government, non-profit, and other clean energy industry stakeholders with the intention of eliminating energy burden, building a robust clean energy economy, and transitioning to a clean and electrified energy future. The team leverages these partnerships to develop and deliver small to medium-sized energy efficiency programs (e.g. home energy auditing, weatherization, minor home repair, etc.) to local communities.
This position will work strategically with the Director of CP to design and develop future programs, including creating the strategy, budget, staffing plans, technology needs, etc. This position will also be responsible for overseeing a portfolio of ongoing programs and ensuring that budget, timelines, and KPIs are met, as well as overseeing program staff including Project Managers and Energy Auditor field staff.
The successful Program Manager candidate has a working knowledge of building sciences, weatherization, construction scope development, and housing conditions within urban environments. They are talented in assessing the lay of the land, engaging stakeholders, and facilitating partnerships. They have experience managing others and facilitating their team’s ongoing professional development.
The Program Manager will be creative, collaborative, and take initiative to build deliver programs successfully and in accordance with Walker-Miller’s core values.
Position Duties and Responsibilities: This list of duties and responsibilities is not all-inclusive and may be expanded to include other duties and responsibilities, as management may deem necessary from time to time.
Working with Director and Project Manager(s) to plan and develop residential energy efficiency programs
Establish methods for refining ideas, stakeholder collaborations, and partnerships into viable programs that provide value to the organization
Develop program strategy including timelines, standard operating procedures, stakeholder engagement, contractor management, key performance indicators, deliverables, etc.
Work with Director and finance team to develop program budgets
Determine the required staffing and appropriate amount of staff time required for tasks and overall program success
Developing QA/QC plans to ensure accurate program results and good evaluation results
Oversee and ensure successful delivery of all KPI’s of ongoing and future energy efficiency programs
Ensure programs stays within timeline and budget
Manage and report KPIs as required to the client, partner, or internal management by the requested due date
Maintain professional communication with clients including regular email status updates and progress meetings
Manage and de-escalate problems + issues with clients, contractors, customers, etc. as necessary in a manner that reflects humble confidence and which maintains the reputation of the organization
Develop case studies as needed
Collaborate with Director and Operations team to scale up successful programs
Manage 2-3 direct reports and oversee program staff. This includes interviewing, hiring, planning, assigning, completing performance evaluations, coaching, mentoring, and directing work.
Mentor program personnel in achieving their personal goals annually as well as their long-term development goals
Education and Experience:
Bachelor’s degree or equivalent work experience [BD1] required
Relevant educational background may include construction, building sciences, program evaluation, program management, public or business administration, community development, urban studies, engineering, architecture.
Minimum of 3 years of experience in managing energy efficiency, home repair, construction, or other related programs – Preferred
Minimum of 3 years of experience in project and/or program management including but not limited to: budget management, adherence to timelines, ensuring KPIs are met, client communication, etc. – Required
Minimum of 5 years of management/supervisory experience including hiring, coaching, performance reviews, and mentoring
Working knowledge of construction, home inspection, scope of work development and review required
Working knowledge of energy efficiency and weatherization programs preferred
Required Knowledge, Skills, and Abilities:
Excellent written and verbal communication, presentation, and interpersonal skills.
Able to work successfully in a diverse team environment
Demonstrated ability in handling multiple priorities, project management and meeting deadlines and strong planning and organizational skills
Proven relationship building, persuasion and influence skills
Ability to proactively monitor and adjust activities to respond to changing circumstances and priorities to meet goals, proactively address issues as they arise and mitigate risks associated to events
Must be able to relate to and communicate effectively with varied socio-economic multiethnic individuals and/or groups, as well as construction, HVAC, plumbing and heating, and other construction trade personnel

Licenses & Certifications:
Valid driver’s license
Michigan builders license strongly desired
Physical Demands and Work Environment:
Position will be hybrid in office/ remote
Reliable transportation to offsite meetings, community events, and job sites (resident homes) required
Position will be largely desk based in front of a computer screen but also entail occasional site visits and community events that may require carrying presentation equipment
Some home visits with stairs may be required to verify scopes of work, inspect quality of work, or manage disputes
